Since September 2013, Hivos managed a global program called Making All Voices Count (MAVC). In short, MAVC is about promoting the use of Information and Communication Technology (ICT) in making all voices in the society heard and matter to improve transparency, accountability and governance in each participating country.
Together with Ghana, Kenya, the Philippines, South Africa and Tanzania, Indonesia was part of the six priority countries in MAVC, from a total of 12 which includes Bangladesh, Liberia, Mozambique, Nigeria, Pakistan and Uganda. In Indonesia, implementation of the above objective was closely linked to elaboration of MAVC’s Indonesia Country Plan 2014-2017 on improving access to and quality of public services, as well as the opportune
determination in opening government data and processes as part of the country’s commitment to the Open Government Partnership (OGP) initiative since 2011.
