Hivos Southeast Asia seeks qualified Indonesian candidates for the position of Researcher (team or individual) for Open Contracting in Water Governance.

Background

Citizen Engagement in Open Contracting Programme is a Strategic Partnership programme funded by Dutch Ministry of Foreign Affairs (MFA) with the aim to improve public procurement through making contracting process more open and transparent.

As basic human needs, clean water is still one of the key problems in developing countries. Water scarcity affects more than 40 percent of people yet more countries are experiencing water stress and increasing droughts.

Sustainable Development Goal 6, one of the 17 Sustainable Development Goals (SDGs) established by the UN in 2015 calls for its member countries to ensure universal safe and affordable drinking water and improving accessibility and safety of services.

Through the Strategic Partnership programme, Hivos and ARTICLE 19 supports independent journalists, activists, businesses and civic watchdog organizations in their efforts to use contracting data and public revenue flows for public scrutiny, advocacy campaigns and translate it into meaningful information for citizens with particular emphasis on basic service delivery – including clean water provision.

It aims to have the Government of Indonesia both at the national and sub-national level initiate access to information reform to improve local conditions for efficiency, effectiveness and integrity of public contracting in basic service delivery as well as to create/improve mechanisms for oversight authorities to respond to and act upon public feedback related to public service provision.

The programme requires a team/ individual to carry out a baseline research at sub-national level to seek whether a transparent public procurement process in water provision helps improve the efficiency, effectiveness, and integrity of clean water provision to the citizen.

Scope of Work

The consultant will produce a baseline data on water governance at the sub-national level in the areas where the Strategic Partnership Open Contracting programme works: DKI Jakarta, West Java, Central Java, East Java, Yogyakarta, West Nusa Tenggara, and South Sulawesi. The consultant will select 3 areas to cover in this baseline research.

The research would be conducted in May-August 2019.

Knowledge, experiences and competencies

We are seeking an Indonesian team/ individual with the following qualities:

  • Have at least 5-year experience in water governance issues
  • Have in-depth knowledge of governance, accountability, and public participation for better public service delivery
  • Good command of English
  • A network member of water governance / freedom of information / open government civil society coalition is a plus
  • Ability to demonstrate strong values on humanity
